More and more Moroccan freelancers are working with clients in Europe, North America, and the Gulf. Developers, designers, consultants — the question comes up constantly: can a Moroccan auto-entrepreneur (sole trader) legally invoice clients abroad?
The short answer: yes, it is perfectly legal. But there are specific rules to follow, particularly regarding the Office des Changes (Morocco’s foreign exchange authority). Here is everything you need to know.
What the AE Status Allows (and Forbids) Internationally
The Moroccan auto-entrepreneur status is compatible with exporting services to foreign clients. If you are a freelance developer, consultant, graphic designer, or copywriter, you can invoice a client based in France, Spain, or the United States without changing your legal status.
The only legal restriction concerns physical goods: importing or exporting merchandise is not permitted under the AE status. For intellectual services and digital deliverables, there is no obstacle.
Foreign Exchange Obligations You Must Follow
This is the key point that many freelancers overlook. Any income received in foreign currency (EUR, USD, GBP, etc.) is subject to mandatory repatriation through an approved bank in Morocco, in accordance with the regulations of the Office des Changes.
Here is how it works in practice:
- The foreign wire transfer arrives directly in your ordinary bank account at a Moroccan bank
- The bank automatically handles the conversion to MAD (Moroccan Dirham) — no additional steps required on your part
- You then declare the MAD amount on ae.gov.ma
Foreign currency income must be repatriated and converted to MAD by your bank. In practice, this happens automatically upon receipt of the transfer.
What You Do NOT Have to Do
Several obligations that apply to domestic transactions do not concern foreign clients:
No client ICE number. The ICE (Identifiant Commun de l’Entreprise) is a Moroccan tax identifier. A foreign client does not have one — and you are not required to invent one on the invoice.
No VAT. Auto-entrepreneurs are outside the VAT scope, and service exports are exempt. Your invoice carries no VAT, whether the client is Moroccan or foreign.
No 30% withholding tax. The 30% withholding tax applies when a Moroccan company pays an AE provider exceeding 80,000 MAD/year. A non-resident foreign client is not subject to this rule. If your foreign client has a permanent establishment in Morocco, consult an accountant to clarify your situation.
What Your International Invoice Must Include
Even though requirements are lighter for foreign clients, a solid invoice should state:
- Your full identity: first name, last name, RNAE number, address
- Client identity: company name, address, country
- Detailed description of services: e.g. “Web application development — sprint 1–30 April 2026”
- Amount in foreign currency (EUR, USD, etc.) with an indicative exchange rate if known
The invoice can be written in French, English, or the client’s language depending on your commercial agreement.
The Revenue Cap to Watch
The AE status caps annual turnover for service providers at 200,000 MAD. This cap applies to your total revenue, whether it comes from Moroccan or foreign clients. Amounts converted to MAD by your bank count toward your global turnover.
If you exceed this threshold, you move to the standard tax regime — which is the right moment to consider incorporating a company.
